For Europe as a whole, the intensity of precipitation extremes such as heavy rain events has increased in the past 50 years, even for areas with a decrease in mean precipitation such as central Europe and the Mediterranean. The proportion of Europe experiencing meteorological drought conditions did not change significantly during the 20th century. For Europe as whole, heavy precipitation events are projected to continue to become more frequent. Dry periods are projected to increase in length and frequency, especially in southern Europe.

ESPACE (European Spatial Planning: Adapting to Climate Events) is a four-year European project promoting the importance of adapting the entire planning process to the impacts of climate change.

knowledge of climate change impacts in the Alps
and experiences across the region, this report
analyses the risks that climate change presents to
the region's water supply and quality, identifying
needs, constraints, opportunities, policy levers and
options for adaptation. It extracts policy guidance
on adaptation practice and aims to assist regional
and local stakeholders in developing robust
adaptation strategies. The focus of the report is
on water resources and related adaptation, rather
than water-related extreme events like floods,
avalanches, landslides or mudflows, which are
already well covered by existing studies of climate
change impacts in the Alps.

Europe has been affected by several major droughts in recent decades, such as the catastrophic drought associated with the 2003 summer heat wave in central parts of the continent and the 2005 drought in the Iberian Peninsula.
Severity and frequency of droughts appear to have increased in parts of Europe, in particular in southern Europe.
Regions most prone to an increase in drought hazard are southern and south-eastern Europe, but minimum river flows will also decrease significantly in many other parts of the continent, especially in summer.

Europe has been affected by several major droughts in recent decades, such as the catastrophic drought associated with the summer 2003 heatwave in central parts of the continent and the 2005 drought in the Iberian Peninsula. Despite the absence of an overall trend in Europe as a whole, climate change has probably increased the frequency and/or severity of droughts in some regions. Climate change is projected to increase the frequency and intensity of droughts in many regions of Europe as a result of higher temperatures, decreased summer precipitation, and more and longer dry spells. The regions most prone to an increase in drought hazard are southern and south-eastern Europe, but minimum river flows will also decrease significantly in many other parts of the continent, especially in summer.
