Publication EEA Signals 2009 - Key environmental issues facing Europe
Signals is published by the European Environment Agency (EEA) at the start of each year and provides snapshot stories on issues of interest both to the environmental policy debate and the wider public for the upcoming year. The eight stories addressed are not exhaustive but have been selected on the basis of their relevance to the current environmental policy debate in Europe. They address priority issues of climate change, nature and biodiversity, the use of natural resources and health.

Reliable, relevant, targeted and timely environmental information is an essential element in implementing environmental policy and management processes. Such information can come in many formats — with indicators being a long-established approach to distilling detailed information into trends that are robust and easily understandable by a broad audience.

EEAFigure Distance-to-target for EEA member countries
The distance-to-target indicator shows how current emissions compare to a linear emission reduction 'target-path' between 2010 emission levels and 2020 Gothenburg emission ceilings for each country. Negative percentage values indicate the current emissions in a country are below the linear target path; positive values show that current emission lie above a linear target path to 2020.

Data are for NOx emissions. Gothenburg protocol targets are shown for the non-EU countries (e.g. Switzerland and Norway). Neither Iceland nor Turkey has signed the Gothenburg protocol. Liechtenstein has signed but not yet ratified the Gothenburg protocol. Emission data are not available for Liechtenstein.
