Better and cleaner urban transport for Europe

Urban traffic is responsible for 40% of CO2 road transport emissions. In Europe, 9 citizens out of 10 are exposed to harmful particle emissions that are higher than the tolerated norm. Time wasted in traffic jams will soon cost 1% of the European Union’s GDP. In terms of urban transport, the European Union contributes to financing infrastructures and equipment, but also supports projects aiming at replacing petrol by alternative and clean fuels. Most cities in the EU are putting in place a mix of advanced technologies and transport policy measures, such as alternative traffic management systems to combine mobility and quality of life. The EU cooperates with cities, notably through the CIVITAS network, to favour the exchange of know-how and best practices at European level.

Monitoring of CO2 emissions from passenger cars – Regulation 443/2009

The Regulation (EC) No 443/2009 requires Member States to record information for each new passenger car registered in its territory. Every year, each Member State shall submit to the Commission all the information related to their new registrations. In particular, the following details are required for each new passenger car registered: manufacturer name, type, variant, version, make and commercial name, specific emissions of CO2, mass of the vehicle, wheel base, track width, fuel type and fuel mode. Additional information, such as type approval number, engine power and engine capacity were also submitted.

* ‘All petrol’ is a consumption-weighted average price of both leaded and unleaded fuel, corrected using energy-content to the equivalent amount of unleaded petrol.
* ‘All fuel, unleaded petrol equivalent’ is a consumption-weighted average price of unleaded, leaded petrol and diesel, corrected using energy content to the equivalent amount of unleaded petrol.
* ‘Nominal’ is the price with no adjustment for inflation.
* ‘Real’ is the price corrected for inflation, using 2005 as the baseline year.
* ‘Average, all fuel, unleaded petrol equivalent (real, weighted by consumption)’ is the consumption-weighted average of the ‘All fuel, unleaded petrol equivalent (real)’ line across the full time series.
